Headcanon - I believe that due to the length of time that Leon had the plaga in him that he developed moderate regenerative properties as he somehow manages to walk off what should be horrific injuries even if he's stated as a normal human.
AU Lost Mission verse - set between 4 and the movie Degeneration Leon was sent on a mission to find and return with a sample of the 'mother' virus aka the Progenitor in Europe. Based upon the beta concepts of Resi 4.

Why he's at the resort
Work apparently gave him a full paid holiday after the New York incident in Vendetta. Leon's just waiting for the inevitable call to bring him back into the fray.
